Service encompasses all aspects of the Pokagon Band of Potawatomi Indian’s governmental operations. To this end, all employees have an obligation to identify and report any service problems, issues, or concerns and through designated channels, initiate, recommend, and actively participate in solutions.
Position Summary:
Responsible for assuring over 100 rental units located in Dowagiac, Hartford, and South Bend are maintained in excellent condition. Closely monitors contractor and team member work to hold accountable for quality results. Works closely with Housing Rental Manager to ensure vacant rental units are flipped in a timely manner. Manage village capital improvement projects such as park development, landscaping, rental unit useful life renovations, and others.
Essential Functions:
• Directly supervise Residential Service Professionals (RSP) by monitoring and analyzing housing unit work orders, assuring quality service is being provided to all customers.
• Conduct regularonsite visits of work sites.
• Directly assist with maintenance repairs when required in a hands-on manner, especially in the event of RSP team member absences.
• Responsible for development and training to include certification of RSP team members.
• Responsible for tool and supply inventory accountability.
• Source qualified contractors for long term service agreements to provide preventative and emergency maintenance in the areas of; plumbing, electrical, HVAC, carpentry, landscaping, snow removal, and others.
• Source and hire professional contractors to complete repair, renovation, and capital improvement projects to include; preparation of project scope, obtain bids per HUD requirements, prepare contracts, secure management approvals, conduct Notice to Proceed meetings, process payment requests, and complete all required project documentation.
• Perform contractor debarment checks and conduct Davis-Bacon wage interviews of contractor employees to ensure grant funding compliance.
• Ensure all permits are issued and applicable inspections occur by Code Enforcement Officer and Building Official.
• Prepare capital improvement reports includingestimate of cost for useful life replacement of housing village assets. Includes annual preparation of rental housing capital improvement budget for upcoming fiscal year.
• Perform move-out inspections, calculate damage/repair costs, and promptly report findings to Housing Rental Manager for collection action. May require occasional testimony at court proceedings.
• Work closely with Office Manager to ensure HUD compliant project records. Properly code vendor and contractor invoices.
•Familiarity of MIOSHA/ OSHA standards and safety practices, blood borne pathogens, Worker’s Right to Know, Hot Work Tag Program/LOTO, use of required Personal Protective Equipment, Construction Related Chemicals and compounds, and other safety requirements required.
Non-Essential Functions:
• Other related duties and responsibilities as assigned.
Equipment:
• Vehicles, power tools, ladders, lifts, and light construction equipment.
• Systems used: computer generated work order system.
Position Requirements:
• High School Diploma or GED required.
• Threeyears successful experience as a residential maintenance manager in a multi-unit rental housing community, a minimum of 100 units or more. Or three years successful experience managing a residential construction or home repair service business.
• Excellent communication and writing skills, ability to prepare budgets and calculate basic mathematical formulas. Intermediate skills in MS Word and Excel. Ability to utilize photo compression & correction software.
• Knowledge and Experience in; plumbing, electrical, carpentry, heating & cooling, flooring, painting, and appliance repair skills.
• Self-motivated able to perform with minimal supervision required.
• Design knowledge including drafting, reading, and interpreting work prints/plans, AutoCAD, design techniques involved inproduction of technical plans, blueprints and construction drawings required.
• Able to meet insurance requirements regarding driving record to utilize Pokagon Band vehicles

Physical Requirements:
Ability to sit for prolonged periods of time including typing and computer use. Ability to climb, crawl, stoop, bend, and work in confined space environments, lift up to 100 pounds without assistance, use ladders and work in all weather conditions. Requires strenuous work including prolonged periods of standing, walking and moving in hot and cold weather.
